Business Case:

CapTech's industry leading Workers' Compensation practice area has successfully redesigned several jurisdictional processes and organizations and implemented a best-in-class workers' compensation enterprise environment to complete a business modernization initiatie and establish CapTech as the consultancy of choice for workers' compensation business and technology challenges.  To further demonstate our thought leadership and top-tier technical capabilities, CapTech's Workers' Compensation Practice wanted to develop Workers' Compensation related intellectual property that satisfied the following:

  • A robust & reusable framework that will serve as the foundation for full fledged Workers' Compensation System
  • A demo application that will help potential clients visualize the end-product and understand its benefits
  • A development accelerator that will help clients by reducing 'time to market' (TTM)
Solution: 

CapTech's workers' compensation subject matter experts created a set of use cases and associated requirements to build a functional system framework that leveraged CapTech's extensive expertise in jursidictiaonal best practices and provided a rich functional foundation upon which robust systems can be developed. These use cases covered the core functioanl areas of most workers' compensation systems including:

  • Claims Management, 
  • Master Data Management (employer,insurance, claimant etc.)
  • Docketing and Scheduling and
  • Adjudication.  

A team of developers converted these use cases into a functional framework. The framework was built using sound design and implementation principles to make it flexible, extensible and maintainable. The framework was built and tested continually on a dedicated environment hosted in Amazon's EC2 Cloud. 

Tools: 

The framework was developed using the Java language and deployed in a JEE application server using the following:

  • Java, JEE and related technologies
  • IBM WebSphere Application Server
  • IBM DB2 Database Server

Continuous integration and robust testing was performed using the following: 

  • Amazon Elastic Compute Cloud (EC2)
  • Hudson Continuos Integration (CI) Server
  • TestNG, EJBUnit
Results: 

Working with a disciplined agile approach, the team achieved the following:

  • Completed project on time and under budget 
  • Reduced infrastructure costs by deploying the testing and demo environments in the cloud
  • Provided real-time transparency and feedback through cloud deployment 
  • Leveraged sound design principles and an implementation that was driven by JEE specifications
  • Developed an application that is easily modified to plug-and-play with other related tools resulting in added flexibility
